Bangalore: The UC Berkeley came out in open, elucidating its decision to choose Gmail for its campus email services. This would connect around 70,000 users across the University.
Over the past months, it had witnessed a series of email system crashes, especially one that halted the services for nearly 50 hours. The Vice Chancellor for Administration and Finance, John Wilton sent an email to the university?s fraternity mentioning about the substantial cost reductions to a tune of $75,000 every year, after the migration to Google Apps.

The soaring popularity of Google products among a vast majority of students and more importantly, a substantial reduction in deployment time for Google Apps has enticed the university. The new system would require around six to ten weeks to be deployed. Additionally, more users are acquainted with Google APIs than Microsoft?s. Further, the fact that other universities have already shifted to Gmail has given an impetus for UC at Berkeley.

Hence there wouldn?t be any consultations with Microsoft support, which could act detrimental in being cost efficient. Hence, there would be readily available support during IT breakdowns and similar catastrophes. The major setback for Office 365 was its overhead that needed an onsite Cloud premise, upon which Microsoft?s Exchange server was to be installed, before deploying the mail service.
In the midst of it, there were some skeptics who questioned the need to go for a campus email service, which could require resources while there exists a wide range of mail services and it would be benevolent for the users to opt one according to his/her own volition.

For the research, published in the same edition of the BJGP, academics used anonymous data from the same 564 GP surgeries to develop and test the colorectal cancer algorithm by looking at a combination of risk factors, including age, family history of bower cancer, anaemia, symptoms including rectal bleeding, abdominal pain, appetite loss, weight loss, diarrhoea and changes in bowel habits. The researchers also took into account the different risks affecting men and women.

The study found that the algorithm was very successful in spotting which patients would be most likely to develop bowel cancer over the following two years - 70 per cent of all bowel cancer patients subsequently diagnosed were in the top 10 per cent of patients predicted to be most at risk, The two studies used the anonymous data of patients aged between 30 and 84 years old who were all free from diagnosis or symptoms of the two cancers over the previous 12 months. The GPs' practices were all contributing to the QResearch? database system - a not-for-profit partnership between The University of Nottingham and leading GP systems supplier EMIS.

The new algorithms for pancreatic and bowel cancer could be incorporated into existing GP computer systems to alert doctors to patients who are potentially most at risk of developing the diseases.

They could support the work of GPs in reducing diagnosis times in line with current Government policy and the National Awareness and Early Diagnosis Initiative (NAEDI) - a public/third sector partnership between the Department of Health, National Cancer Action Team and Cancer Research UK. Evidence suggests that simply raising awareness of symptoms and speeding up diagnosis could save 5,000 lives per year without any new advances in medicine.

The study has resulted in two simple web calculators - one for pancreatic cancer (1) and one for bowel cancer (2) - which are designed for doctors but a simpler version could also be made available on the internet to raise awareness among the general public and to prompt patients with risk factors or symptoms to seek advice from their doctor.

Similar QResearch? scores have already proven effective in previous research in identifying patients at most risk of developing lung cancer, gastro-oesophageal cancer, heart disease, type 2 diabetes, fractures, kidney disease and serious blood clots.

Dr Clare Gerada, Chair of the Royal College of General Practitioners, which publishes the BJGP, said: "Early diagnosis, and access to appropriate diagnostic tests and tools, can make an enormous difference to the treatment and outcomes of patients with cancer and this new calculator, which is concerned with two of the most deadly forms of cancer, has the potential to save many lives.

"Professor Hippisley-Cox and her colleagues at The University of Nottingham are leading the way in devising simple but effective ways to help GPs speed up and improve their identification and diagnosis of cancer, and they should be rightly proud of this new research.

"The very foundation of the British Journal of General Practitioners is research such as this, which serves to improve the care GPs across the UK and further afield are able to provide to their patients."

    this app is really darn handy and time-saving: although it does many things you can already do in Windows 7 (if you're handy), this just makes it easier/quicker to find tweaks you need. I've used it for a year already.

    But as with any or all of these types of utilities, a word of caution is necessary. Make sure you know what you're doing when you make any changes. You could end up with a messed up computer, like one guy in previous comments.

    If you don't know what you're doing you can severely damage your computer, everything that this program offers is accessible via Windows 7

    Summary

    It didn't take me long to realize that the majority of it's utilities are basically just shortcuts to Windows 7 operations.
    If you're not experienced with computers chances are all you will find is a lot of frustration using this software, as it does not do a sufficient job of explaining anything. This can leave you with a ruined Windows 7 if you start meddling in the registry and deleting crucial things. I was pretty disappointed with this software, it wasn't at all what I expected.

    Could a compound in fish oil cure leukemia?

    A compound produced from EPA -- Eicosapentaenoic Acid -- an Omega-3 fatty acid found in fish oils may help cure chronic myelogenous leukemia, or CML. In their study, Penn State researchers found the compound delta-12-protaglandin J3, or D12-PGJ3 honed in on and killed CML stem cells in mice.

    Targeting stem cells as a cure for chronic myelogenous leukemia, which is one of four main types of blood and bone marrow cancer, is important because stem cells can divide to create more stem cells that in turn spread cancer.

    Sandeep Prabhu, associate professor of immunology and molecular toxicology in the Department of Veterinary and Medical Sciences at Penn State said, "Research in the past on fatty acids has shown the health benefits of fatty acids on cardiovascular system and brain development, particularly in infants, but we have shown that some metabolites of Omega-3 have the ability to selectively kill the leukemia-causing stem cells in mice. The important thing is that the mice were completely cured of leukemia with no relapse."

    Robert Paulson, associate professor of veterinary and biomedical sciences, who co-directed the research with professor Prabhu, explains drugs taken for leukemia don?t cure the disease, but instead suppress the number of leukemia cells. Eventually, patients develop resistance to the drugs, which must be taken continuously.

    According to the National Institutes of Health, the only known cure to date for CML is a bone marrow or stem cell transplant.

    Symptoms of leukemia include easy bruising, petechial rash, enlarged spleen that manifests as pressure or a feeling of fullness under the left rib cage, low grade fever, weakness and fatigue and excessive sweating.

    The disease has three stages ? chronic, accelerated and blast crisis. In the chronic phase, there are few symptoms. When leukemia accelerates, fever and other symptoms occur. During the blast crisis phase ? the most dangerous - that can occur if CML is left untreated, bleeding and infection can occur.

    In the study, mice given approximately 600 nanograms of the fish oil compound D12-PGJ3 daily, for a week, were completely cured of the disease. They did not experience relapse and spleen size and blood counts returned to normal.

    The researchers used the fish oil compound because it had few side effects. The next step is to see if the blast crisis stage of chronic myelogenous leukemia will respond to D12-PGJ3. The finding means there may be a cure for leukemia on the horizon, thanks to fish oil. The researchers are planning on testing the compound in humans.

    Online shopping jumps 16.4 pct on Christmas Day (AP)

    NEW YORK ? A growing number of shoppers apparently need only the briefest of breaks before diving back in, especially if they can log in to shop.

    IBM found that online shopping jumped 16.4 percent on Christmas Day over last year, and the dollar amount of those purchases that were made using mobile devices leaped 172.9 percent.

    IBM tracks shopping at more than 500 websites other than Amazon.com, which is the largest. It found a huge increase in the number of shoppers making their purchases with iPhones, iPads and Android-powered mobile devices.

    In fact, nearly 7 percent of all online purchases were made using iPads, just 18 months after the tablet computers were released by Apple Inc., said John Squire, chief strategy officer for IBM's Smarter Commerce unit.

    The online uptick was continuing on Monday. As of 3 p.m. Eastern time, shopping was up 10 percent over Dec. 26, 2010. And the expectation was that the pace of buying would increase as the day wore on and consumers clicked on sales at various retailers.

    Squire said consumers were chasing sales on both Sunday and Monday. The data did not show what portion of purchases was made using gift cards.

    N. Korea: Military Generals Real Rulers, not Kim Jong Un (Time.com)

    The policy under Kim Jong Il, North Korea's late Dear Leader, could not have had a name that was more straightforward: "military first politics." For most of Kim's 17-year reign as dictator, North Korea's military -- the Korean People's Army, or KPA -- got pretty much whatever it wanted. Even during the crippling famine, which killed tens of thousands in the late '90s, food was diverted to the military. Better a soldier with a full stomach, even if almost everyone else were starving, Kim seemed to think. "His position toward the military was one of weakness," says Christopher Hill, formerly the chief U.S. negotiator to the six-party nuclear talks.

    Little wonder, then, that nearly everyone who tries to figure out what is happening in the world's most isolated regime believes that, in the wake of Kim's sudden death on Dec. 17, it is the military brass who will be firmly in control of the country, even as the young Kim Jong Un formally becomes what the Koreans call the suryong (supreme leader). "The military," says Hill, "will clearly be a critical factor in determining whether the [Kim] family dynasty survives." (See "After Kim Jong Il: A Look at the Kim Family Tree.")

    Some analysts have argued that the North Korean brass were already deeply resentful that Kim Jong Un, in his late 20s, was last year given four stars and a position as vice chairman of the Central Military Committee "without having served a day in the military," as Victor Cha, who ran Asia policy on George W. Bush's National Security Council, recently put it. "Such a system," Cha says, "simply cannot hold."

    This may overstate the regime's fragility, precisely because it underrates just how deeply rooted the Kim family dynasty is in North Korea and how deeply the KPA's interests are aligned with its continuation. The key man to watch, analysts say, is Vice Marshal Ri Yong Ho, chief of the General Staff in Pyongyang and, like Kim Jong Un, a chairman of the Central Military Committee, the key military policymaking body in the country.     Ri, 69, is a third-generation elite who over the years established a close relationship with Kim Jong Il, and over the past two yeas was photographed at various public events seated alongside the late Dear Leader. He is also said to be close to Kim's sister as well as his brother-in-law Chang Sung Taek, the man who some believe is now Kim Jong Un's "regent," the power behind the throne who will be calling the shots. Ri is also a graduate of the Kim Il Sung Military Academy, as is Kim Jong Un. Diplomats and intelligence analysts believe there is no scenario under which the young Kim could have been elevated to the position of successor over the past two years without the brass's approval. "He's there because the military officials believe they can control him, at least for several years, and there's no other institution that can hold the place together," says an East Asia?based intelligence official. On Thursday, in fact, Reuters -- quoting an unnamed official with "close ties" to Beijing and Pyongyang -- reported that a "collective leadership'' arrangement has already been agreed to by Kim Jong Un and top military officials. (TIME has been unable to confirm this.) "The military has pledged its allegiance to Kim Jong Un," Reuters quoted its source as saying.

    Most likely, that is vice versa. The military's powerful position in North Korean society can hardly be overestimated. Not only is it the overseer of the country's nuclear program -- the ultimate guarantor of Pyongyang's security -- but it is also its largest employer. There are over 1.1 million soldiers in the KPA's five branches, or nearly 20% of the male population between the ages of 17 and 54. It is also, therefore, the country's most powerful economic entity, the largest consumer of goods in the country as well as an exporter of missiles and nuclear technology via the shadowy Second Economic Committee, run by a man about whom little is known in the outside word -- Park Se Bong -- except for his reputed close ties with the ruling Kim clan. "Again, the boy would not be in this position if people like Park had strenuously objected," says the intelligence source. "People are reacting too much to the so-called suddenness of Kim Jong Il's death. This is a guy who had a severe stroke three years ago. For a while there, he looked like death warmed over. The idea that the regime didn't have its ducks in a row, that everyone assumed the Dear Leader was going to be around for another decade or more, doesn't withstand scrutiny.     It's also critical to understand, a variety of sources say, that North Korea is nothing if not a "kleptocracy," as Hill puts it. The centrality of the KPA means that senior military officials get their beaks wet as much as anyone, calling in favors (economic and otherwise) whenever they choose. Consider a small, recent example: a TIME correspondent visited a newly opened university in Pyongyang a few weeks ago, one in which the students were pretty much all elite, politically connected kids. How connected? Remember that all other college students in North Korea this year were not attending classes; they were out on construction sites, building monuments and memorials in anticipation of the glorious 100th anniversary of Kim Il Sung's birth in April 1912. All college students, that is, except those at the Science and Technology University that TIME visited.

    There, a senior officer in the KPA with the rank of general recently visited the school's president, in order to arrange a place for his son. No freezing-cold construction sites for him, 100th anniversary of the Great Leader be damned. Loyalty to the Kim dynasty among the brass extends only so far; they do pretty much what they want, and it may well be that the young, inexperienced Kim Jong Un works for them now, not the other way around.

    Netflix CEO Reed Hastings takes $1.5 million pay cut (Reuters)

    NEW YORK (TheWrap.com) ? Netflix CEO Reed Hastings is getting the corporate equivalent of coal in his Christmas stocking -- a pay cut.

    According to the company's filing with the Securities and Exchange Commission on Thursday, Hastings' salary is taking a $1.5 million hit in 2012.

    While his base annual salary of $500,000 remains the same, his stock option compensation drops from $3 million this year to $1.5 million next year.

    Based on those two figures, Hastings will make less in 2012 than Chief Content Officer Ted Sarandos and Chief Product Officer Neil Hunt. In 2011, Hastings led the executive pack.

    Why the pay cut? One has to assume it is related to the company's turbulent year.

    Netflix announced a controversial new pricing plan in July that enraged customers.

    Hastings then admitted the company erred in a blog post while announcing a new DVD-by-mail service, Qwikster. How was it different from the original Netflix service? It wasn't really, just a new name.

    Netflix then canceled Qwikster and brought all its services back under one roof.

    Throw in a few lost deals with the likes of Starz, and it's been a rough few months for the company.

    Still, aside from the contracts all of these mishaps came down to one issue. Netflix wanted to shift as many customers to streaming, which costs the company less than shipping physical DVDs. Those that still want the DVDs would have to pay more so Netflix doesn't lose money on the service.

    Most analysts seemed to understand the basic need, but it was the company's way of going about the change that was calamitous, as were its attempts at damage control.

    But Sarandos told TheWrap earlier this month that the company will bounce back in 2012, and who is to say it won't?

    For now, Hastings will have to settle for a couple million in change. Happy holidays indeed.

    The holidays are a time for getting together with family and friends. This often includes Fido or fluffy, but travelling can be a little tricky with a furry family member. It?s always a good idea to research and invest in pet insurance well before you take off travelling with your pet. But there are some things to consider before toting your pet wherever you go, and some consideration to help make travelling less stressful for your pet and you.

    When driving in the car, always ensure your pet is in a carrier that is large enough for them to stand and turn around. Never let your animals free in the car without restraint. A well behaved animal might tolerate a canine seatbelt, which is like a harness that attaches to the car?s seatbelt. A grate designed for your car, blocking off the hatchback might also be useful for larger dogs. Never leave your pet unattended in the back of a pick-up bed; always secure a carrier or use a harness that is specifically designed for pickups. This is important because just a leash tie in a pick-up can be a death sentence if your dog is able to jump or fall out, but is still attached by the collar. Because accidents can happed with even the most cautious of pet owners, it?s always a good idea to have dog insurance as a backup.

    And don?t forget cats! Car travelling is possible with cats. I highly recommend placing kitty in a carrier over allowing your cat to roam free in the car. Cats can be quite vocal when riding, but will usually quiet down over time. Feline calming pheromones, such as Feliway sprays are very helpful to calm a stressed kitty. Prior to your trip, allowing your cat to acclimate to the carrier is a good idea too. Put her food and water and toys in it, and allow her to come and go and get used to the carrier

    I only ever recommend sedatives for car travel if the pet is likely to hurt themselves, you or your property. The biggest reason for this is that if your pet has a reaction to a sedative while you are on the road, your access to veterinary care will be undoubtedly limited and while driving, you many not notice if there is even a problem. If your veterinarian agrees that your pet would benefit from a mild sedative or anti-anxiety medication such as xanax, discuss with your vet trying the medication prior to your trip. By ?experimenting? before you go, you can see how your pet reacts, what doses work for them, and you?ll have access to veterinary care should your pet have a reaction to it. Many pet health insurance companies, like Pets Best Insurance will even help cover a portion of medications such as these.

    Pets can get motion sickness, just like people. Especially puppies, which will not uncommonly vomit during car rides. Most will out grow this, but you can try withholding a meal right before to help ease nausea (be cautious withholding meals in small breed young puppies, who need access to food often to prevent low blood sugar). Most anti-nausea medications such as Dramamine and Benadryl are safe to use in dogs, but always talk to your veterinarian regarding dosing and to ensure the dose is correct and your pet is a good candidate for this medication prior to administering any drug to your pet.

    When travelling across country borders, such as Mexico and Canada by car, a veterinarian-signed official health certificate current within 10 days is required. This health certificate ensures your pet isn?t carrying any communicable diseases, is up to date on rabies vaccines and is healthy enough to be travelling. An official veterinarian signed health certificate is required for interstate travel as well.

    Travelling by plane can be a little more stressful for you and your pet, but with some planning and foresight, this can go smoothly as well. It is very important to communicate with your airline carrier for details and specifics, since every airline company is different. The requirements will vary depending on whether your pet is small enough to fly with you in the cabin, or will be flying cargo.

    All airlines will require a health certificate; this usually has to be current from your veterinarian within 10 days, but this timing can vary. All will require a carrier that your pet can stand and turn around in. When flying cargo, most will require that the carrier frame be bolted shut, not shut with the easy access plastic clips. Access to food and water is required as well. Many airlines won?t fly pets in extremely cold winter temperatures, so plan your flight at a time of day which will be warmer. Dog and cat insurance companies like Pets Best Insurance accept claims from any licensed vet, anywhere. So if you?re traveling in another state or country, you can visit any vet of your choice.

    Most airlines will NOT allow your pet to be sedated for the trip, especially when flying cargo. The reason for this is that sedatives can compromise the pet?s ability to thermoregulate, and their ability to right themselves if they fall over.

    Allow PLENTY of time if you are travelling to a foreign country or to Hawaii. Occasionally paperwork, permits and testing can take MONTHS. Your regular veterinarian should have access to those phone numbers and might be able to assist you.

    Occupy protesters indicted on felony charges

    Seven Occupy Houston protesters were indicted on felony charges by a grand jury on Tuesday, a spokeswoman for the district attorney's office says, in connection with their demonstration at the local port as part of a national day of action by the movement.

    The decision comes nearly a week after a judge initially dismissed the charges, saying the protesters could not be charged with possessing or using a "criminal instrument" ? a felony in Texas ? for their use of PVC pipe.

    The protesters had put their arms through the pipe and used latches on it to connect together, making their arrest more difficult but not preventing it, said one of their attorneys, Daphne Silverman, of the National Lawyer's Guild in Houston.? Donna Hawkins, a spokeswoman for the District Attorney's Office, confirmed the indictment.

    "They are feeling, 'wow,' is the word. ... They're in a lot of shock. They were very happy with the justice's decision last week, they believed in her, they believed in the justice system," Silverman said. "These people ... are not criminals. These folks are out there attempting to make the country better for all of us."

    Silverman noted that she believed the law had been wrongly applied by the prosecutor. It's likely the protesters will be back in court in January to talk about the next step, such as negotiate or go to trial. If convicted, they face up to two years in jail.

    The protesters had joined with other Occupy outfits across the country that were conducting port shutdowns on Dec. 12 to economically disrupt what they called "Wall Street on the waterfront.?

    Felony arrests were occurring in other cities, such as Denver and New York. Civil rights lawyers have suggested it was another form of crackdown on the movement.

    "We?ve been seeing more of them (felony arrests), especially (the) beginning of November," said Gideon Oliver of the lawyers guild in New York. The police and the district attorney?s office have discretion in determining the charges, "and so there are two sort of steps in the process where ... the police or the DA, if they conducted a reasonable investigation, I think, in a lot of these cases would realize that they?re overcharging."

    American Soybean Association (ASA) CEO Steve Censky announced Thursday that Patrick Delaney has joined ASA as Communications Director, effective Dec. 15. Delaney is based in Washington, D.C. within ASA?s Washington Policy Representative Office of Gordley Associates.

    ?ASA is pleased to welcome Patrick to our team,? Censky said. ?His experience in ag policy communications will serve him well in his role with ASA, where he will craft timely communications on policy decisions and issues happening in Washington, as well as talking points and analysis to keep ASA?s farmer-leaders and state affiliates informed.?

    Delaney comes to ASA from the United Fresh Produce Association, where he managed staff, advised leadership and communicated to key audiences and stakeholders on all publicity matters, including advocacy and crisis communications on nutrition, labor, food safety, immigration, trade, sustainability and farm policy. He has worked in various public relations roles with agencies and the radio broadcast industry.

    Delaney is from the Kansas City area. He has a bachelor?s degree in Persuasive and Political Communication from George Mason University and is working toward a master?s degree in Integrated Marketing Communications from West Virginia University.

    Bob Callanan, who has served as ASA Communications Director based in St. Louis, moves into a new position as ASA?s Project Development Director, where he?ll develop program concepts and proposals to be presented to state soybean affiliates, qualified state soybean boards, and industry partners.

    Communications Coordinator Cassandra Langley will have an expanded role at ASA?s headquarters in St. Louis, assisting Delaney in the implementation of communications developed there.

    ASA represents all U.S. soybean farmers on domestic and international issues of importance to the soybean industry. ASA?s advocacy efforts are made possible through the voluntary membership in ASA by over 21,000 farmers in 31 states where soybeans are grown.

    PARIS ? Palestinians have raise their flag at the headquarters of the U.N. cultural agency in Paris, a symbolic boost in their push for an independent state.

    Cheers rose alongside the red, black, white and green flag Tuesday during a ceremony held in the rain. Palestinian President Mahmoud Abbas was among those present.

    Palestine was admitted as a UNESCO member after an October vote that prompted the U.S. to cut off funds to the agency.

    The Palestinians also are seeking full-fledged U.N. membership, but Washington has threatened to veto that move, saying a negotiated settlement with Israel should come first.

    Maltreated children show same pattern of brain activity as combat soldiers

    Children exposed to family violence show the same pattern of activity in their brains as soldiers exposed to combat, new research has shown.

    In the first functional MRI brain scan study to investigate the impact of physical abuse and domestic violence on children, scientists at UCL in collaboration with the Anna Freud Centre, found that exposure to family violence was associated with increased brain activity in two specific brain areas (the anterior insula and the amygdala) when children viewed pictures of angry faces.

    Previous fMRI studies that scanned the brains of soldiers exposed to violent combat situations have shown the same pattern of heightened activation in these two areas of the brain, which are associated with threat detection. The authors suggest that both maltreated children and soldiers may have adapted to be 'hyper-aware' of danger in their environment.

    However, the anterior insula and amygdala are also areas of the brain implicated in anxiety disorders. Neural adaptation in these regions may help explain why children exposed to family violence are at greater risk of developing anxiety problems later in life.

    Dr Eamon McCrory, lead author from the UCL Division of Psychology and Language Sciences and the Anna Freud Centre, said: "We are only now beginning to understand how child abuse influences functioning of the brain's emotional systems. This research is important because it provides our first clues as to how regions in the child's brain may adapt to early experiences of abuse in the home".

    Dr McCrory added: "All the children studied were healthy and none were suffering from a mental health problem. What we have shown is that exposure to family violence is associated with altered brain functioning in the absence of psychiatric symptoms and that these alterations may represent an underlying neural risk factor. We suggest these changes may be adaptive for the child in the short term but may increase longer term risk".

    In the study, which is published in the journal Current Biology, 43 children had their brains scanned using an fMRI scanner. 20 children who had been exposed to documented violence at home were compared with 23 matched peers who had not experienced family violence. The average age of the maltreated children was 12 years old and they had all been referred to local social services in London.

    When the children were in the scanner they were presented with pictures of male and female faces showing sad, calm or angry expressions. The children had only to decide if the face was male or female ? processing the emotion on the face was incidental. As described, the children who had been exposed to violence at home showed increased brain activity in the anterior insula and amygdala in response to the angry faces.

    Professor Peter Fonagy, Chief Executive of the Anna Freud Centre and professor of psychology at UCL, said: "Dr McCrory's groundbreaking research has undoubtedly taken us an important step closer to understanding the devastation which exposing children to violence can leave in its wake. His exciting findings confirm the traumatic effects these experiences have on brain development.

    Professor Fonagy added: "The report should energize clinicians and social workers to double their efforts to safeguard children from violence. By helping us understand the consequences of maltreatment the findings also offer fresh inspiration for the development of effective treatment strategies to protect children from the consequences of maltreatment."

    Dr McCrory said: "Even though we know that maltreatment represents one of the most potent environmental risk factors associated with anxiety and depression, relatively little is known how such adversity 'gets under the skin' and increases a child's later vulnerability."

    "The next step for us is to try and understand how stable these changes are. Not every child exposed to family violence will go on to develop a mental health problem; many bounce back and lead successful lives. We want to know much more about those mechanisms that help some children become resilient."

    Will the new Newt Gingrich have staying power? (Reuters)

    WASHINGTON (Reuters) ? During his quick ride to the top of voter surveys, Newt Gingrich has cast himself as the more conservative alternative to a flip-flopping Mitt Romney, the other leading Republican candidate for president.

    But the rise of Gingrich, a former speaker of the House of Representatives, is drawing increased attention to the fact that his own views - on issues including healthcare, the environment and medical marijuana - haven't always been in line with those of most conservative Republicans.

    The inconsistencies have raised questions about Gingrich's true beliefs, as well as his staying power as the conservative of the moment in the Republican campaign. They also have given his opponents a significant target for their criticisms.

    Before running for president, Gingrich said the U.S. government should require people to buy health insurance or face penalties. Now Gingrich, who did not respond to requests to comment for this story, says that such a mandate is "unconstitutional."

    Gingrich's stance on the environment also has taken a turn to the right. Before his campaign, he said the United States should step up its efforts to reduce greenhouse gases. In 2008, he appeared with Democrat Nancy Pelosi, who at the time was speaker of the House, in a TV ad to support a global-warming awareness campaign headed by former Vice President Al Gore.

    Today, Gingrich has distanced himself from the idea that the government should try to help curb global warming. He has said the 2008 video with Pelosi was "probably the dumbest thing I've done in recent years."

    'TERRIBLE IDEA'

    Gingrich's position also has evolved on another provocative issue: whether the federal government should endorse the use of marijuana for medical purposes.

    As a member of Congress in 1981, Gingrich co-sponsored a failed bill with liberal Massachusetts Democrat Barney Frank that was aimed at legalizing medical marijuana nationwide. Gingrich now says medical marijuana is a "terrible idea."

    Taken together, Gingrich's policy switches have helped him attract the support of conservative Republicans who often dominate the party's nomination process. In national polls Gingrich now leads Romney, a former Massachusetts governor who is trying to win over conservatives who are skeptical of his own moves to the right on health care and other issues.

    Romney and another Republican presidential candidate, Representative Ron Paul of Texas, are beginning to target Gingrich over his position changes. Romney is preparing an effort to brand Gingrich as a flip-flopper, and Paul released a Web ad on November 30 accusing Gingrich of "serial hypocrisy."

    If such messages begin to resonate with Republican voters, Gingrich's efforts to get in line with conservative orthodoxy could wind up undermining his appeal to voters who are unsettled by Romney's policy shifts, a former Gingrich aide said.

    "As more and more of these flip-flops come to light, it will tend to blur the problems that a lot of conservatives have with Romney," said Rich Galen, a Republican strategist who is staying neutral in the 2012 nominating contest.

    Some analysts caution that although Gingrich's rebranding has served him well to this point, he could end up being a poor fit with the strain of conservatism that is dominant in the Republican Party today.

    The party's conservative base is more interested in shrinking government than simply making it work more effectively, said Michael Tanner, a senior fellow at the libertarian Cato Institute. Improving government's efficiency has been a constant theme for Gingrich, 68, since his political career began in the 1970s.

    "I don't understand how he's the conservative alternative now," Tanner said. "I can understand why people are looking for one, but if I was looking at that field I would say, 'Newt?' "

    AN ACTIVE FEDERAL GOVERNMENT

    Many of the positions Gingrich is moving away from are recorded in a stream of books and policy papers he has issued since leaving Congress in 1999.

    Gingrich's work has tackled goals such as protecting the environment and improving healthcare from a free-market perspective.

    In a 2007 book, "A Contract with the Earth," Gingrich and co-author Terry Maple argue that businesses and local governments often are better positioned to respond to environmental problems than the federal government.

    But the book also outlines an active role for the federal government, calling for expanded tax breaks for wind power and hybrid cars, new international efforts to reduce greenhouse gases, and a solar-research project on the scale of the World War II-era effort that yielded the atomic bomb.

    "As we recognize the scientific evidence that the Earth is experiencing a warming trend over the past 100 years and that this trend may have serious consequences for the future, we favor reducing carbon loading in the atmosphere as a bold forward step and a positive public value," Gingrich and Maple wrote.

    "To be a global leader, America will have to be proactive and persuasive on a massive scale," they write later in the book.

    During a mild-mannered debate with Democratic Senator John Kerry in 2007, Gingrich said the United States should "move toward the most effective possible steps to reduce carbon loading of the atmosphere ... and do it urgently."

    Gingrich also backed the idea of tax credits to reduce carbon emissions during an interview with The Washington Times on January 19, 2009.

    Gingrich now says the government should not try to tackle global warming, a position that appears more reflective of Republican conservatives' push to limit government regulation.

    "I don't think it should be a priority (for government) at all right now except for research," he said on November 16 on The Mark Levin Show, a conservative radio program. "We have no proof that justifies a large-scale government program that distorts the economy and centralizes power in bureaucrats."

    Maple, his former collaborator, said Gingrich has not changed his environmental views but is not emphasizing them as he courts Republican primary voters. As president, Gingrich would make environmental protection a top priority, he said.

    "You're going to see somebody who's going to change priorities and I'm going to be confident that the environment will be one of those priorities," said Maple, who said he talks with Gingrich regularly.

    "He's going to go into this primary season with the priorities that the party is interested in right now," Maple added. "It's not him, it's everybody else. It's such a strongly united party against big government."

    A NEW STANCE ON HEALTH CARE

    Gingrich has also recalibrated his stance on healthcare.

    As recently as May 15, Gingrich said he backed the idea of a universal mandate -- the idea that individuals must buy health insurance to keep the system solvent. That notion is a central element of President Barack Obama's healthcare overhaul that was enacted last year, and the Massachusetts healthcare law that Romney signed as the state's governor in 2006.

    Gingrich backed an insurance mandate even as other Republicans pushed court challenges against Obama's national plan on the grounds that the insurance mandate is unconstitutional. The Supreme Court has agreed to review challenges to the law from 26 states next year.

    "I've said consistently we ought to have some requirement that you either have health insurance or you post a bond or in some way you indicate you're going to be held accountable," Gingrich said on NBC's "Meet the Press" on May 15.

    Gingrich renounced that position during a debate in June, and has since said that he backed an insurance mandate because it was put forward as a conservative alternative to then-First Lady Hillary Clinton's proposed healthcare reform in the 1990s.

    Gingrich has contrasted his change of heart with Romney's continued support for the idea.

    "I concluded I was wrong," Gingrich says on Fox News last month. "Why hasn't he concluded that he was wrong?"

    Gingrich has similarly changed his mind on whether Congress should allow medical marijuana nationwide. Currently, 16 states and Washington, D.C., have laws allowing marijuana use for medicinal purposes.

    "It is a drug," Gingrich said in 2009, in response to a question about whether Florida should join the states allowing medical marijuana. "It is currently illegal. It should remain illegal."
