SHANGHAI (Reuters) - China's main short-term lending rate rose 14 basis points on Friday as banks hoarded money to prepare for extra bank reserve payments due early next month while the market awaited a cut in bank reserve requirements.

The benchmark seven-day weighted-average bond repurchase rate rose to 4.1240 percent at midday from Thursday's close of 3.9832 percent.

The shortest overnight repo rate rose to 3.6038 percent from 3.5666 percent but tenors above 14-days fell on expectations that liquidity conditions may improve after July 5, traders said.

The market has recently suffered a liquidity crunch. It stemmed from the need by banks for more money to meet half-year regulatory requirements, such as loan-to-deposit ratios, and a large initial public offering that froze 31 billion yuan ($4.9 billion) from the market this week.

Also, Chinese banks are required to adjust their deposit reserves on the 5th, 15th and 25th of each month.

Traders said deposits recently have been rising sharply as banks are succeeding in attracting more savers to enhance their half-year financial statements. Higher deposits will increase the amount that banks must set aside as reserve payments on July 5, they said.

"Even major banks appear to have limited money to lend, keeping short-term funding costs at high levels," said a dealer at a Chinese commercial bank in Shanghai.

"But the central bank is acting to help the market, and the market expects it to cut bank reserve requirements in July," the dealer added.

WINDOW OPEN

The People's Bank of China (PBOC) injected a net 198 billion yuan into the market via regular open market operations this week, up sharply from a net injection of 55 billion yuan last week.

Facing a worse-than-expected economic slowdown, the PBOC has cut reserve requirement ratios (RRR) twice this year, in February and May, and it reduced benchmark interest rates once, in June.

The moves were made partly because the slowdown has hit capital inflows into China and reduced money supply in the system.

The PBOC said earlier this month that it and Chinese financial institutions bought a net 23.4 billion yuan worth of foreign exchange in May, following a net sale of 60.6 billion yuan in April.

Average monthly net forex purchases in the first five months of 2012 was just 50.7 billion yuan, down sharply from 2011's average of 231.6 billion yuan a month and the 2010's average of 272.4 billion yuan.

For about a decade, the PBOC's injection of base money into the system via its purchase of foreign currencies flowing into the country to keep the yuan stable was the single main source of base money supply in China's financial system.

The PBOC may await June's economic data, to be announced in mid-July, to decide the timing of another RRR cut, traders said.

"Judging from the acute liquidity shortfall in the market, an RRR cut in July appears to be inevitable, and the PBOC may just want to choose a right time," said a dealer at an Asian bank.

Baseball. Twenty Tiger Baseball Players Continue Play in Summer Leagues

MEMPHIS, Tenn. ? Twenty University of Memphis baseball student-athletes continue to improve their skills across six different collegiate summer league teams.

?I am very happy with the effort our guys are giving in summer baseball,? head coach Daron Schoenrock said. ?The biggest part of summer baseball is continuing to experience the grind of playing every day and get the guys a taste of what professional baseball is like. This experience greatly enhances what these guys can do for us in the spring of 2013.?

Derrick Thomas (Brewster Whitecaps ? Cape Cod League)
The outfielder is batting a solid .344 to rank ninth in the premier collegiate summer league, going 11-for-32 in 11 games for the Whitecaps. He has five RBI and five walks on the young season. Thomas boasts a .432 on-base percentage, and he has scored five runs. After stealing a team-high 20 bases for the Tigers in 2012, Thomas has three steals thus far in Cape Cod League action.

Ethan Gross (Wareham Gatemen ? Cape Cod League)
Through 11 games, Gross sports a .200 average going 7-for-35. He has scored seven runs and has a triple for the Gatemen. Gross gets on base at a .268 clip and has a .525 OPS.

Bryce Beeler (Gastonia Grizzlies ? Coastal Plains League)
Beeler has played in 21 games while making 19 starts. The soon-to-be sophomore is hitting .136 (8-for-59) with three RBI thus far. He has 17 walks to 16 strikeouts and is 4-for-6 in stolen bases.

Zac Carter (Asheboro Copperheads ? Coastal Plains League)
Carter has eight starts and has played in 15 games for the Copperheads. He has an .061 average (2-for-33) with one RBI thus far.

Ford Wilson (Asheboro Copperheads ? Coastal Plains League)
Wilson has matched his Memphis career home total as he has two homers for the Copperheads in 16 games, 15 starts. He has eight RBI and is hitting .204 (10-for-49). Wilson is 2-for-2 on stolen bases and he has scored 10 runs.

Tucker Tubbs (Hamilton Joes ? Great Lakes League)
Tubbs ranks fifth in the Great Lakes League with a .373 batting average in 16 games. He has three doubles and six RBI to go with his .472 on-base percentage. Tubbs is 3-for-4 in stolen base attempts.

Colton Simbeck (Hamilton Joes ? Great Lakes League)
Simbeck is hits .255 (12-for-47) in 14 games played to date. He has two doubles, a triple and two RBI and is 1-for-1 on stolen bases. Simbeck has a .327 on-base percentage and a .340 slugging percentage.

Jacob Moody (Hamilton Joes ? Great Lakes League)
Moody, a dual-role player in high school, was used as a reliever for the Tigers last year, but he has played 14 games for the Joes, all as an outfielder. He is hitting .182 (6-for-33) with two RBI and four runs scored to date. Moody has showed good plate discipline as he has 13 walks to eight strikeouts.

Dylan Toscano (Hamilton Joes ? Great Lakes League)
Toscano has made one start and three appearances for the Joes thus far. He has pitched 10.2 innings and carries a 5.06 ERA. Toscano has an impressive 15 strikeouts to one walk and he has a 1-1 record.

Keaton Aldridge (La Crosse Loggers ? Northwoods League)
Aldridge has hit .362 in 14 games for the Loggers. He has four doubles and five RBI to go along with six runs scored. Aldridge has a .400 on-base percentage and a .447 slugging clip.

Zach Willis (Dodge City A?s ? Jayhawk League)
Willis is hitting .244 with one home run and seven RBI in 10 starts. He sports a .390 on-base percentage and is 1-for-1 on stolen bases.

Stats for Nate Rupiper and Austin Hatfield in the Far West League as players for the Walnut Creek Crawdads are unavailable.

Sam Moll (Brewster Whitecaps - Cape Cod League)
Moll, a C-USA Second Team selection in 2012, has pitched nine innings for the Whitecaps and allowed six runs. The southpaw has made two starts and has 11 strikeouts to just one walk. Opponents muster a .250 average against and Moll sports a 1.11 WHIP.

Erik Schoenrock (Brewster Whitecaps ? Cape Cod League)
Schoenrock has 4.1 innings pitched in three appearances for the Whitecaps. He has a 10.39 ERA with six strikeouts to date.

Corporate risk, therefore, has received unprecedented global exposure, with governance organisations, stock exchanges, the media, ratings agencies and stakeholders sharpening their focus on enterprise risk management (ERM) and its role within companies today.

First line of defense

As the leading approach to managing and optimising risks, ERM determines how much uncertainty is acceptable within an organisation, providing businesses with a strategic risk analysis that cuts across business units and departments and considers end-to-end processes.

Whereas internal audit is a second or third line of defense by a company to ensure a process is in place and adhered to in managing risks, ERM is a first line of defense in risk management. By adopting ERM, a business gains the ability to align its risk ?appetite? and tolerance with its business strategy.

As a result, management can better manage risk ?opportunistically?? they can identify events that could have an adverse effect, determine whether the benefits outweigh the risks and develop an action plan to manage them. Start at the top. Critical to the development of ERM is programme leadership, which should begin at the top of an organisation with executive management and cascade down into a company?s business units.

Develop a manageable ?risk universe.? Once leadership has been determined, management should conduct an enterprise risk assessment to identify the organisation?s most critical risks and determine the risk universe.

Everybody's home plumbing has quirks. The weather couldn?t be better, the birds were already twittering happily as if they were grateful to the last week of March which made the orange trees blossom. I ditched the blanket and succumbed to the more convincing calling of the coffee aroma, coming out of the kitchen. She must have been still asleep. That morning could have been almost perfect, not being bothered by the graphic pictures of the morning news on TV. But change comes at a price; the transition from the long cold winter to the warm and sunny spring was worth the blood spill. The roaring cars? engines dispersed the birds but the blossomed trees appealed them to return once the commuters were gone. She woke up.

I helped my mother prepare the table. As we were having breakfast, we heard her asking some questions. The flats were so near each other that we could hear almost everything.

?She woke up early today?? I asked.

?Today is a big day, it?s her first day at the kindergarten? replied my mother.

Her name was Zahra, aged three, she was the youngest in a family composed of a florist, a housewife and four little sisters.

?It is definitely a big day? I said.

We continued our breakfast watching the breaking news of an Arab dictator caged in a court of law, waiting for justice to convict his injustices over several decades.

?They are falling one after the other like autumn leaves? said my mother.

The end of such dictators was not even in our wildest dreams. We grew up used to them as an axiom of time. Yet, nothing is permanent except change.

I finished my breakfast quickly, for I wanted to get ready to walk with Zahra to the kindergarten.

Being an only child, I never knew what it meant to have siblings. But that was about to change when she was born, or on her eighth day of age exactly. Her grandmother refused to let us have a look at her since we were not family ?and that brings bad luck for the newly born? she said. After one week the family sacrificed a ram and the baby was named Zahra. I was finally allowed to take a look at her. That look was not like any other look, not even like my first look at the sea. A miracle of life. I wondered whether those tyrants were once that fragile and weak. How could a miracle of life transform into a death and destruction machine? Her eyes glittered and she smiled to me.

?A baby can?t see before it is forty days of age? said the grandmother.

?But she smiled? I insisted.

?Yes, but not to you, she smiled to her angels? she replied.

I gave little importance to what the old lady had said, and since that first look, Zahra and I are sister and brother. She hadn?t had a brother and I hadn?t had a sister, so we could do away with blood.

Taking her hand and her father the other, we walked to the near kindergarten. We left her there; she gave us a look of apprehension and soon joined her peers. I reflected on my first day at school, it had been seventeen years, what a journey! The lessons I took in the school of life, however, have been more pragmatic, though some have left some scars I wonder whether time would heal them sometime.

I took the bus and left to the faculty. The students were going on a strike, so I went to the cafeteria and ordered coffee and a newspaper. Some students of the communist faction entered and started explaining the reasons behind the strike, as if strikes for them needed reasons. Then, they delved into analyzing the Arab spring in depth.

I flipped through the paper paying little attention to what the comrade was saying. ?The obscurantist powers are riding the wave; they are going to steal the revolution? the comrade kept repeating that sentence every now and then aggravating the boredom of the situation. An interesting quote caught my attention, though; ?revolution is made by intellectuals, performed by the brave and it is a benefit for opportunists?.

She didn?t come. I knew she would never come back, but sometimes we cling to hopes turning a blind eye to logic. The heart is stronger than the mind in moments of desperation. Amal was a girl with whom I played a game of fire, I lost and we ended up burnt together. I knew she was different than any girl I had known, and I just refused to admit. A woman is an ocean of mysteries, I had to go through a game to realize that.

First, I thought she would be easy to unravel. That she would soon kneel offering me her heart so that I would break it afterwards. And then move on to look for another prey to trap. As for breaking her heart, I finally succeeded. But it was me who knelt under her mercy offering her my heart. She didn?t break it, but she didn?t take it either. She just said: ?find other tings to break; hearts are not created to be broken?. And she disappeared.

The comrade finally finished his analysis, and I finished my coffee and went home.

After I took my lunch, I went to my room to finish reading a book about the French Revolution. I could read only few of the chapters left, for I wanted to go to the caf?. There was a big football match taking place that evening; El Classico, which splits most Moroccans into Real Madrid?s aficionados and Barcelona?s fans.

Caf?s became full several hours before the first whistle of the referee. The caf? was teeming with people from all walks of life and all age categories interacting with the game in applaud, shout, and whistle?Nothing equals the love of each group of fans to its team except the hatred towards the rival team. Yet, all melted under the love of the game that Mahmoud Darwish described once as an art more noble than war. The game finished, some were praising their favorite players and others were cursing. I went home, took my supper and went to bed.

As I was working in my office in the Moroccan nuclear reactor of Sebta, the phone rang, it was Amal. Every time she called, I remembered that call twenty years earlier, when she said: ?I?m in the cafeteria?. I looked at the pictures on the desk; our marriage blossomed in four flowers: Ishrak, Diae, Nour and Shams. That morning, Amal stayed home to look after Shams who had some fever.

?How is she?? I asked.

?Are you watching??

? ?Watching what??

I turned on TV, and there she was on planet Mars. Zahra and an Algerian astronaut landed on Mars. The spaceship had taken off some six months earlier from Libya. The project which was founded by a young Tunisian scientist was finally achieved. Zahra was taking giant leaps on Mars. Few tears came out of my eyes as I reflected on the first day I walked with her to the kindergarten. When the Arab spring took place, no one thought we would reach this far. Indeed, when we wake the world quakes.

I heard the birds twittering on the nearby trees and I woke. It was just a dream, a beautiful dream.

I helped my mother prepare the table. As we were having breakfast, we were watching the news. The Arab awakening crept into another country. The dictator called the troops out. He thought he could stop the spring by cutting the flowers. I asked my mother to pass sugar. ?You never take sugar in your coffee?. I liked sugar free coffee; it tasted close to life that way. ?Yes, but we always need some change sometime?. I finished my coffee and went to change.

As I went out with Zahra, my mother asked me to wait.? I had forgotten my phone. When we reached the kindergarten, Zahra walked to the door in small steps. ?They may become giant leaps? I said. She turned, raised her eyebrows and continued her small steps to the kindergarten and I went to the faculty.

Neal Rauhauser has gotten away with skating on the edges of the law so long that he thinks law enforcement is stupid and will never catch up to him.

Jay Batman has two articles up from yesterday relating to scoundrel Neal Rauhauser here and here. In the latest posting Jay outlines Rauhauser?s neglect of his familial obligations vis a vis child support. (You see, ol? Neal is over 30,000 bucks behind in payments.)Here?s a bit of the article;

FROM AN UNDISCLOSED LOCATION
At a hearing this morning in Rockville, Maryland, a Montgomery County Circuit Court granted an emergency motion on behalf of attorney/blogger Aaron Walker. The effect of the ruling will permit Walker to resume writing and speaking about convicted terrorist bomber Brett Kimberln.

Judge Nelson W. Rupp Jr. presided over today?s hearing, with attorney Reginald W. Bours III representing Walker, who did not attend the hearing at Judicial Center in Rockville. In a brief telephone interview, Walker said that Kimberlin filed a counter-motion that did not address the First Amendment legal issues at stake, but rather ?made a bunch of new accusations? against Walker.

It is important to note that Judge Rupp?s ruling only temporarily permits Walker to speak and write about Kimberlin, pending a July 5 hearing in Maryland state appeals court. Walker is appealing a May 29 ruling by Montgomery County District Court Judge C.J. Vaughey that granted a peace order sought by Kimberlin against Walker.

Walker said he plans to file a report on today?s hearing at his blog, Allergic to Bull. A Virginia attorney, Walker has become the center of national attention since May 17, when he published a 28,000-word blog post entitled, ?How Brett Kimberlin Tried to Frame Me for a Crime (And How You Can Help!).? Walker?s post highlighted Kimberlin?s?long-running efforts harass and intimidate bloggers who had written about Kimberlin?s criminal history.

We?re waiting with bated breath to see what new complaints Kimberlin has come up with. He didn?t address the first amendment issues in his new claims. We?ll just have to wait and see what new lies Kimberlin comes up with next. He?s sounding like a crybaby to me;

The Future Of Dying: Will Infectious Diseases Return? ? Colloids ...

The New England Journal of Medicine has combed through their archives to show how death has changed over the last century. Thanks to treatment of infectious disease, more people are dying of old age (or living long enough to get cancer) than ever before, but with antibiotic resistance and the return of diseases like pertussis (whooping cough), tuberculosis, and super flus (bird, swine?), are the last few decades just a blip on the map?

So What Do Deaths Look Like Then And Now?

More people live long enough these days to die of cancer, but outcomes for cancer patients have been improving in leaps and bounds over the last decade, and that will likely continue for at least another decade. Besides that, heart disease is the number one killer (and America?s obesity is likely to keep that number steady for a while?plus, the efficacy of many treatments are currently being reconsidered).

Most optimistically? Accidental deaths are down. When considering the advent of cars and the severity of car crashes, our ability to treat broken bones and internal injuries has improved dramatically-this is the most hopeful change in the findings!

Fewer Infectious Diseases?

If you only get one vaccine, get the TDAP (Tetanus, Diphtheria, and Pertussis). Whooping cough is mostly responsible for killing infants, and doesn?t make a huge impact on how deaths have changed. Diphtheria, however, does. (And Tetanus? You really, really don?t want it?treatment involves the same type of needle injections as rabies).

Flu, pneumonia, and tuberculosis were the leading cause of death 100 years ago, killing more than heart disease and cancer?combined?do today. Two broad have changed this: the first, obvious one is medicine. Widespread availability of antibiotics wiped tuberculosis from the US, and care (combined with better hygiene) have helped reduce flu and pneumonia deaths.

The second major factor is harder to grasp, but it?s the advent of hospitals/major medical care. The medical system as we experience it today started forming during Reconstruction (post-Civil War era). The medical schools of the time had saturated the country with general practitioners, and began offering specializations.

Combined with local drug stores of the time, there was also a huge campaign to get people to use hospitals (the first people really using them were the very poor?prostitutes and other transients. Doctors still made house calls, and even the poor usually had a healer in the community, even if it was a witch-doctor by today?s standards).

Although there are some not great things about these changes, people with infectious diseases stopped dying in the home, where other family members were likely to catch the same.

Going Forward

Tuberculosis is steadily making a comeback in the US, and mainstream medicine isn?t really prepared. What few antibiotics still work at treating it are often too harsh in and of themselves and not really a great option?especially those most at risk, the very young and very old.

Flu is predicted to make another huge comeback. Scientists have closely been watching things like bird flu and swine flu, both shocking because we?ve grown used to influenza being a survivable disease?but what is feared is such a serious strain moving on a faster scale (it takes a year or two for flu shots to be prepared, and so there?s a bit of a gamble in predicting which strains will hit, and in hoping there?s no new ones).

100 years ago, Tuberculosis killed more than either heart disease or cancer. It?s hard to imagine that happening again, but short of a breakthrough in antibiotics, we may see infectious disease become a major killer again in our lifetimes.
